<p><em><strong>Deliverable 5.2.3. Network Action Plan and Establishment of the PORTOLANES Network</strong></em></p>



<p>The overall objective of the <strong>PORTOLANES</strong> project was to <strong>enhance cross-border cooperation between Greece and Italy on maritime tourism</strong>. More specifically, the project aimed to connect coastal areas with the mainland’s natural and cultural assets, create thematic routes and destination branding, contribute to the upgrade of tourism services and the preservation of natural and cultural assets as key prerequisites for sustainable development.</p>



<p>The <strong>present PORTOLANES Network Action Plan</strong> sets out the actions undertaken for identifying and contacting the stakeholders that could potentially participate in the network. The Network aims at promoting the <strong>joint elaboration of actions</strong> for the development and promotion of nautical tourism. The Network will contribute to the <strong>implementation of actions</strong> such as trainings, thematic seminars and discussions, as well as promotional activities.</p>

<p>The overall objective of the <strong>PORTOLANES</strong> project was to <strong>enhance cross-border cooperation between Greece and Italy on maritime tourism</strong>. More specifically, the project aimed to connect coastal areas with the mainland’s natural and cultural assets, create thematic routes and destination branding, contribute to the upgrade of tourism services and the preservation of natural and cultural assets as key prerequisites for sustainable development.</p>



<p>The present report aims at creating a<strong> comprehensive brand strategy for the project intervention area. </strong>It includes good practices in the fields of cross-border branding and international nautical tourism development, a description of the current situation of the intervention area, proposals for the development of the strategic identity of the region and the management and implementation of the branding strategy as well as the outline of a monitoring and evaluation system.</p>

<p>The present report aims at providing a <strong>comprehensive analysis of the environmental impact of the PORTOLANES development plan</strong>. It includes an evaluation of the potential environmental impact of the project as well as proposals for addressing it.</p>

<p> The overall objective of the <strong>PORTOLANES</strong> project was to <strong>enhance cross-border cooperation between Greece and Italy on maritime tourism</strong>. More specifically, the project aimed to connect coastal areas with the mainland’s natural and cultural assets, create thematic routes and destination branding, contribute to the upgrade of tourism services and the preservation of natural and cultural assets as key prerequisites for sustainable development.</p>



<p>The report provides a <strong>comprehensive overview of nautical tourism’s current situation in Western Greece</strong> and includes the mapping and <strong>comparative evaluation of the 6 ports selected for promotion and capitalization</strong>, of the cultural and environmental resources and the tourism infrastructure of the area as well as a SWOT analysis.</p>

<p><strong><em>BEST MED: Sustainable Path and Cultural Routes Model- MED S&amp;C Path</em></strong></p>



<p>The objective of the BEST MED project is to <strong>enhance Mediterranean governance and address challenges</strong> such as seasonality and the lack of cooperation among the stakeholders in the transboundary Mediterranean region as well as create a smart, participatory and sustainable tourism development model by highlighting cultural routes and paths.&nbsp;</p>



<p>The study presents the <strong>Med S&amp;C Path Model</strong> which aims at the <strong>integrated planning and sustainable management of cultural routes and other physical or thematic paths in Mediterranean destinations</strong>. It includes the theoretical concept and methodology of the model, a toolbox which will be used as a guide for the implementation of the model, an assessment of the useful tools and best practices derived by 20 EU-funded projects that focus on measuring tourism sustainability and product diversification as well as guidelines and recommendations for the implementation of the model, the development of synergies and the use of data and sustainable tourism planning.&nbsp;</p>

<p>The overall objective of the TOURISM-e project is to integrate information, products and services concerning sites related to the cultural heritage from projects that have already been implemented in the cross-border area of Greece and Bulgaria through cooperation between the central tourism policy bodies in the two countries and the creation of a new central platform.&nbsp;</p>



<p>The study focuses on the design and implementation of a marketing plan to promote the actions and deliverables of the TOURISM-e project. More specifically, it includes a marketing strategy, actions for tourism promotion and a detailed program of tourism promotion, potential markets, targets and segment markets, an evaluation of promotion and support channels, instructions for the development of a destination management system and its support through new technologies as well as an implementation timetable, a proposed budget and a guide to monitor and evaluate the actions undertaken and the implementation of the marketing strategy.&nbsp;</p>

<p>The main purpose of the study is to <strong>develop a common marketing strategy for the cross-border area of Greece and Bulgaria</strong>. It includes a conceptual framework on marketing and place identity, international experience, initiatives and good practices, an analysis of the current situation in the cross-border region of Greece and Bulgaria, SWOT analysis and an evaluation of the programs implemented in the region in the past. It also includes the results of a questionnaire survey for evaluating the possibility of developing a destination brand in the area.&nbsp;</p>

<p>The project “Empower Mediterranean for Smart Tourism” with the Acronym SMARTMED aims at empowering the public and private sector to develop policies that <strong>enhance the competitiveness and attractiveness of Mediterranean tourist destinations</strong>.</p>



<p>The report includes the <strong>theoretical background of public policy making and public consultation</strong>, good public consultation practices in Greece and Europe, consultation techniques, synergies developed in the framework of the SMARTMED Project with other MED Projects and a Road Map for adapting governance models.&nbsp;</p>
